The Purchaser is seeking Proposals from qualified and experienced Proponents to provide a team of professionals to deliver health services at the Health Centre situated on the St. Clair College South Windsor Campus, located at 2000 Talbot Rd. West, Windsor, Ontario N9A 6S4. The successful Proponent will also be required to provide oversight through the implementation and use of medical directives at the Health Centre located on the St. Clair College Chatham Campus, located at 1001 Grand Ave. West, Chatham, Ontario N7M 5W4.

The Preferred Proponent’s business model must be funded exclusively through the Ontario Health Insurance Plan (OHIP), international student insurance billing, and revenue from non-insured services such as the completion of medical notes. The Preferred Proponent will operate independently of financial support from the Purchaser.

To be considered in the RFP process, a Proponent must email the RFP Coordinator by the Deadline for RFP Proponent registration, which is June 20, 2025, by 5:00 p.m. EST., to register their intent to submit a Proposal.

Registration emails received by the RFP Coordinator after the designated registration deadline will not be considered under any circumstance, and the respective Proponent’s Proposal shall not be considered under any circumstance. Registrations transmitted by facsimile, phone call or by any other electronic means, other than email, shall not be considered. Each Proponent is responsible for the submission and actual receipt of their registration email.

In addition to the above, to be considered in the RFP process, three (3) copies of a Proponent’s Proposal must be received by the RFP Coordinator by 2:00 p.m. Eastern Standard Time on July 4, 2025 (the “RFP Closing Time”), in a sealed package and should bear the Proponent’s name, return address, and RFP#2026-008.
